There are four quests that drop the Sigil Pieces. Four pieces drop randomly within those four quests, and four pieces drop static within those four quests.
The static drops are:
1 Right Wing drops from Temple of Vol
2 Left Wing drops from Flesh Maker's Laboratory
3 Right Frame drops from Inferno of the Damned
4 Left Frame drops from Ghosts of Perdition
The random drops are:
5 Left Pincer
6 Center Frame
7 Eye of the Abbot
8 Right Pincer
