Fighters can take this as a bonus feat. Rangers receive this for free at 6th level.
Prerequisites
- Dexterity 17 or higher
- Base Attack Bonus +6 or higher
- Two Weapon Fighting
As always with feats: enhancements to ability scores (str, dex, etc), items, and spells do NOT count toward the prerequisites for feats. Only base ability scores, bonus ability points from leveling, and tomes (insight bonus) count toward feat prerequisites.
